    sounds like she's playing games. send her an invoice for the total contract amount + opportunity loss + fees + delay fees. tell her if she doesn't pay within 4 days she'll incur a penalty, then 10% daily accumulative on the outstanding.

    OR.... and this is my best advice. go and see her personally. face to face. i guarantee this is the best option.
