this is a 'tip' to make it possible to match a layer's position, visibility, and layer style across a bunch of layer comps with ease. without this, you'd have to manually go through each layer comp, and at best copy/paste layer styles, turn on the visibility (eyeball) for each layer but what would you do with the position?? You can hit Command-T and punch in the x and y coordinates, but again: pain.
