Try searching for Tzipora Menache. I couldn't find any mention of her except for that one alleged quote.
So this spokesperson for the Israeli government has no other articles, no wiki page, nothing? I think it's pretty clear that the whole thing is made up, with the intention of spreading misinformation, probably by some anti-semitic group out there.
