yeah, when i bought a 1/2 liter can of beer at 02:00 in the night in a small Turkish Nightshop on Torstrasse i asked them the same question and they laughed loudly.
when i biked back to the Miniloft with that can of beer in my hand, a policeman yelled at me from the open window of his policecar while driving next to me: "put your light on!"
in Germany it is not allowed to ride your bike without lights on it in dark.
in The Netherlands it is no problem.
