OS9 to OSX really isn't bad a t all once you realize what your doing and the powers of multi-tasking the OS wihtout giving dedicated memory ot one app.
Your mom would probably be better off in OSX than 8.3. Besides, 8.3 was very buggy if I remember correctly. I believe it was 8.4 or 8.5 that became the standard update for the 8.x series OS.
