What devices do you currently have outputting to the TVs? A PC, or a DVD player or something?
One really cheap option would be to use media burning software to make a mixed media disc which can basically create a disc that can stream images as well as videos, and just chuck it in a DVD player. I think even Windows Movie Maker can put together shit like this into a single burnable file, providing all the individual file types is supported.
The other way to do it is to create a movie file out of all the images with set delays between the images (Nero can do this), then throw that movie file in with all your other video media and burn that.
Quick research didn't turn up any basic software that would happily push out static images and videos from one output sorry.
