Valve does do it after a fashio, though you can generally run offline games outside the Steam environment.
I dl'd GTA:IV recently and was infuriated by the MS Live sign on requirement - I feared for a while it would require me to maintain a live connection whilst I played offline - I was very ready to uninstall and demand my money back (whcih would've been a fruitless quest, I have no doubt), 'til I realised I could just set up a shitty local account.
I really disagree with requiring an always-on connection for offline games, that's arrogant, EA-esque behaviour.
Actually, I'm sure I read an article on this subject recently - I'll see if I can dig it out.
