UK terror threat level 'severe'

This is ridiculous.
24 hours after declaring the terror tone to be 'Severe', a man has been arrested at Manchester airport (plus the terminal was cleared ) for attempting to board a plane with a bag of UNIDENTIFIED white powder in his luggage.
The man was detained, but he hasn't been arrested and the white powder has not been identified as an explosive/corrosive or anything else. In fact the man voluntarily declared at check in that he was carrying a bag containing a freeze dried compound in his luggage.
Despite the lack of anything remotely terrifying, this is being treated as breaking news and is front page on Yahoo and the Daily Mail. Even more absurd is that one of the photographs used to decorate this column of insubstantial scaremongering is the London bus that was blown up in 2005.
Why?
