if the regulatory system allows me to drive my car at 80 miles an hour on a motorway and I continue to do so when it is raining or there are other hazards on the road and I happen to crash into another car and kill someone.
who is to blame? me or the regulatory system?

- would u say the change should be to make the speed limit 80 mph except in the rain where flashing light come on like in school zones and u have to go 25mph********
