I find that when my mind is occupied with problems outside work (girls, money, etc.) that I have more days like you are describing. Once I remedy the issues, I get more creative.
I agree with baseline though, start with the basics. Another strategy is to discuss the project with someone who isn't involved. You'd be surprised about the kind of input a non-designer can provide. Take a walk, step back and realize that you don't always have to be amazing, and get the job done. Good luck.
