The 450D is a great camera, it doesn't do video though, where a couple newer canons and nikons will give you video as well as comparable quality stills.
As for the lens, it's decent, but it's not constant aperture (critical for video) and doesn't open up that wide, you won't get the super shallow depth of field and nice bokeh you'll get with a better, wider aperture lens.
I'd maybe start out with the Canon 50mm 1.8 prime, depends on what you want to shoot though.
