Surely smart clients will see the benefit of hiring strong creative directors to make lean internal departments that then...outsource! This is even leaner and means that 'creatives' don't get used as sweatshop labour as bureaucrats masquerading as 'creatives' figure out the easist way to make a huge mark-up
