The books were groundbreaking for their time. The stories created the archetype for all fantasy worlds. The movies were faithful to that vision, but it is a LONG f'ing stretch to consider them great "films," let alone the best movies of the decade. Successfully convincing me that you're a "real" wizard or elf or warrior dwarf from middle earth is impossible since they aren't based in reality. Essentially, good acting can't even be considered in these films. The film-making/directing is more about cramming in details from the story and filling the whole thing with CG and SFX, but these do not make a great film either.
