Quick answer – buy the 7D.
Longer answer.....
D300s – Essentially a D90 in a heavier, slightly stronger body; plus a few negligible extras, and the sensor is practically identical. If you're getting this just go for D90 and use the extra £££ for lens/filters. Remember, video quality on D300s/D90 is nowhere near as good as the Canons (if this is important).
D700 – Not much point. Upgrade (D700x/D700s/D800) coming by next year and current D700 is not as good as 7D for all round performance.
5Dii vs 7D – go for 7D. Cheaper, video mode almost as good, high ISOs are just as good. Full frame difference will not set the world on fire for someone used to a D80. 7D body is improved over 5D. Even though changing settings on Canon SLRs is still a pain the arsehole (very fiddly). Cropped sensor also allows for longer tele-zooms.
I spent a long time speaking to people, trying cameras out, searching blogs and substituting FAPtime to get an answer on this, and the 7D is the winner – although by the next summer the D700x/D700s/D800 will probably win once Nikon pull their fucking fingers out.
