    “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. ”

    So Obama is basically saying that he will not override the 10th ammendment for those states that allow Medicinal pot, however continue to enforce the unconstitutional practice of federal powers over states WITHOUT medicinal laws
