ive been there, and this can be frustrating, even though it seems like it shouldn't be.
Your best bet is to buy rolls of it online, most shops only sell small pads. it is super cheap. (like $20 for a thousand feet)then just hand a sample off to your favorite local printer to test...some printers can use it, some cant. it took a bit of work to get this going.
you can also just ask someone using newsprint for their promo stuff locally, to find out where they had it done. it took me a while to find the right printer.
