Don't feel you need to faithfully mask every hair. You only need to create a mask that looks similar, and then paint the hair colour into the fine strands afterwards. I place the image into Illustrator, draw lots of fine hairs over where her hair is, then copy and paste that into photoshop, make a selection from it and use that to create a mask. Then, where the mask doesn't quite fit the hair exactly I blow a sample of the hair colour with my brush set to darken.
Ends up looking like perfectly masked out hair but is in fact re-drawn.
