mask the thing, don't cut it .. so you can always go back. Then do a rough cut around the hair to get most of it out there ..
Take a soft brush and put opacity on something between 15-20% and flow on about 10-15%(if you use a wacom, which I strongly recommend for this kind of work). Now mask the hair and wipe outwards and inwards with the brush .. so the end of the hair become a bit transparent .. If there's complicated parts where this doesn't cut it use the blur / sharpen / smudge tool to correct some areas .. Some hairs can be stretched out with smudge .. Then go back after that and sharpen it with a brush .. It's hard to explain but for me this usually works really well ..
The whole thing can be done in about 15mins.
