  You are locking the colour in in Photoshop that way. If you convert to greyscale, then adjust levels to make sure the blackest areas are actually black, then export it as a tiff, you can apply the colour in Illustrator and be sure that it will ouptut on the same plate as all the other stuff in that Pantone colour.
