What size do you need the images to be?
There are a shitload of good (and bad) stock photo agencies.
It takes some digging, but istockphoto.com and shutterstock.com are good microstock sites that are fairly cheap. Though quality varies wildly, they're what a lot of studios use frequently, especially with smaller budgets.
