look, this whole tattoo artist knows best line is a bit lame.

tattoo artists can be awesome and can also be very average. the awesome ones usually have waiting lists longer than most people care to wait.

the thing you need to consider is if you want a tattoo artist to do you some work, it will be in what ever style they naturally work in. now the piece you put forward, you will be hard pressed to find ANY tattoo artist who works with vector style hard lines etc.

you can ask them to emulate it for you, but it wont be the same.

if you have some thing very specific in mind, and you have the skills to design it, then you should make it.

if you want something made by someone else in their hand and style, then get your tattoo artist to do it.

but all tattoo artists have strong areas in which they feel comfortable, so if you want a tech neo tribal design, there is no point taking it to a old school or japanese focussed artist.

if you think you can produce something you will be happy with for the rest of your life, design it and take it to the tattoo artist and see what they say regarding color, placement, size.

then go back and change it.

but the notion you will regret it just because a tattoo artist hasnt made it, is complete rubbish.
