My advice is that u charge them for that work, for the same money as you charge them for pre-press layout.
You explain to them that you can't give them exact layout as in brochure. That this layout will be poorer than Indesign. Then you minimize look of layout so that there is big difference in design and for you this to be minimum of work.That's how i do it. Sometimes retail companies have often changes
in their offer and prices and sometimes they need to fill up their range of offer. Then you have traveling agents who carry this sort of brochure for their in house reference and that is the reason why they want it or they wish simply to screw you up and down.
Be diplomat ask then what is this for.
