assuming your artwork is 8.5 x 11, then designing in 11x17 is the way to go.
After you're done, export the doc as a PDF or re-import each page of your indesign doc as pictures and insert those. Sure, it's a pain in the ass, but it does the trick.
There's no stackable pages option on the top edge though.
