'specialist' sounds like a formal HR title used in the university settings I've seen around here... It doesn't actually translate to the 'street' value we would apply to a graphic designer with actual experience. These titles are often made up by people who have no idea what creative professionals actually do--and odds are they are not in a position to recognize the value a designer adds to their communication efforts either--they just know they need someone to make stuff look pretty—a pixel pushing software operator.
