I do this all of the time and it works with no problem. Work in code view, save it, hit Cmd-3, refresh, bam! Also works fine when I leave the HTML page in preview view, adjust CSS, save, switch back to HTML and refresh. You're sure you're saving the file before you switch and preview? Do you have your paths correct in the settings for the site you're working on? Not sure what else.......
