honestly--it's a mess. Lots of fonts, lots of inconsistencies on font size, overuse of all caps, small caps, borders, etc. Read up on gestalt and get into white space. Try and be more consistent with your fonts and font sizes/colors/leading. Limit yourself to just a few styles to start and add from there. On the rotating flash, lose it or use it differently on all your sub pages--we're just seeing the same thing over and over (yeah it looks good, but still). Plus it moves the information we clicked to get below the fold of the page.
Tabs on top are actually over-simplified and look like they were done in flash. Type on these needs to be bigger or more prominent and you could really play with the shading to make it 'pop'. Start there and check out some good css sites too. try
