if you have a graphic, the eyedropper will pick up things like fill and stroke, but that won't work once things are made into symbols unless you go in and edit the symbol itself
filters can be copied by selecting the symbol you want to copy from, then clicking the copy filters button in the filters wndow, then selecting the objects you want to copy to and selecting the paste filters button.
the real answer though is to stop doing stuff on the timeline and do it all in actionscript.
