By traditional art and skills I guess you mean realism, renaissance style, as biofeldt pointed out.
Aren't we beyond that as an artistic aspiration now? I mean, we have cameras and 3d scanning and powerful computers to make things look "real", if required.
So shouldn't art be examining the way we feel about things? In this context, "bad" drawing skills aren't bad anymore if they can communicate an idea or emotion that moves us.
And that is why Expoding Dog rocks.
