Aside from the apathy, the other problem is that those in power have way too easy a time branding any form of opposition and dissent as countercultural, suspicious, criminal... as a petri-dish of latent communism or just plane subversive, wild and dangerous. That's what the religion is there for, to give you a moral compass that steers you away from those anarchistic bearded heathen freaks. Thats what the terrorism fear is there for, to keep you from associating with anti-establishment opinions.
