You're a walking facepalm. I think what you meant to say is "Department of Justice", which is a cabinet level federal body. However it's role, last I checked has absolutely nothing to do with shielding the President or any elected official from media criticism or being subject to ethical investigations.
You can ask Clinton how that worked.
