Please provide details of the "millions upon millions"...
blueone, I am speculating here. But I imagine that over the years that MJ has had much to do in generating revenue for the City of LA and surrounding counties throughout California.
For instance, he has donated millions of dollars to charity, some of which were in CA. Also, the tourism to visit his ranch, his "Star" on Hollywood Blvd, etc. Also, the taxes he paid. The local/regional business he supported and so on.
Again, speculation, but my sense is that over his lifetime, that LA and CA benefited to the tune of 10x-100x what it cost for his memorial today.
