  yes making decriminalization does not mean something is legal ,

  if I am 20 , Alcohol is illegal
  if I am 17 Tobacco is illegal

  if I am 21 and buy Alcohol for a minor , I broke the law

  so Alcohol is not legal either but it is available and regulated

  let me smoke in peace , and stop making a criminal out of me just sitting on my couch playing Left4Dead
