I don't know if this is just coincidence, but I've seen an increase in the amount of webdev jobs being advertised recently.
I think things are maybe starting to get better - but recovery will be top down, just like the development of the recession was... and I think it'll take a while (about a year) for the majority of people to feel the benefit whenever the recovery begins.
