Great time for your friend to have an 'adult' conversation with her current boss. Maybe you can negotiate things that you have not considered: money, flexible work from home schedule, time off, etc.
Congrats to your friend for the new opportunity. Now she has to take the next step of getting all of the information in a way that doesn't threaten the current employer but lets them know of her value so that they can make a counter offer.
Make sure your friend embraces the whole process and learns enough about negotiating for the next time. Then and only then your friend will have to decided. If this is done correctly the Boss you end up working for will know they didn't hire an idiot.
