K, by the looks of it - you need two flavours of programmer. Someone moderately competent to make up a basic CMS, either by taking something off the shelf (I imagine you could probably do this with Wordpress, if not, any half decent CMS would do (Expression Engine, etc)) or coding something 'fairly basic' themselves. The type and range of content you have is nothing outlandish, so should be easy to do.
However, it looks like you want some kind of vaguely swish interaction going on too, for which I would suggest a capable JQuery programmer/fiddler.
There are plenty of both classes on here, and some froods (I'm thinking Janne, but just 'cos he's first to mind) likely capable of doing both for you. I could myself... but, myeh, if I'm honest, there are much better people here!
