I had a client once do the exact same thing, and I now thank god she did. She ended up being, by far, the pickiest person alive, so it made it worlds easier to deal with her and her site since she presented me with an image of exactly what it should look like. Took me all of three hours to do a site for $1000. I'll take that any day over doing a million mock-ups.
