I don't think you can pull this off outside of an AIR app, and even then I'm not too sure what the restraints are on screencap and immediately accessing that data.
As for BitmapObject, you can only bitmap the SWFs area. So theoretically if you had an AIR app size to the monitor's dimensions, fully transparent background, you might be able to Bitmap that area. But again, not sure if that will read whats underneath the app. Good luck.
