Either you're a vehicle or not. Personally I think you're not a pedestrian when traveling at 20MPH and should follow the same laws as vehicles to protect yourself and everyone else from you.
I saw a smartarse cyclist get mangled up under a lorry on Commercial St last year, the lorry had tried to avoid the guy and ended up on the pavement. Easily done in London I guess.
