Every program which gets broadcast in the UK has an identification or VT clock on it, it is a mistake if the clock is broadcast. The clocks purpose is to identify which program or which part of the program is on which part of the tape and how long the part or program is, the aspect ration and the sound format.
The clock is to be read in conjunction with a VT report or record report which lets the broadcaster know what and where to expect things on tape the record report contains more technical data than the clock.
The colour bars and tone you sometimes see is also a mistake, again every program which is broadcast has bars and tone on it as a line up device so the broadcaster can adjust playback volume to match with the tone and adjust the black and white level to coincide with the colour bars values.

    cheers.
