what programs do you have, because you could do this in literally ten minutes in final cut pro.
Import all the images after setting your still frame / freeze duration, pop them on a timeline then export the movie.
Bear in mind that all these images must fit into a pal or HD space, so have a wee think about them before you dive in, some may need resized or cropped.
