I agree with pascii. on smaller projects it usually works out fine to charge hourly...
I'd show an estimate up front - something like this:
Scope/Arcitecture: 10hrs * $30/hr = $300
Design/HTML: 20hrs * $50/hr = $1000
Programming/DB: 10hrs * $75 = $750
QC/Testing: 8hrs * $30/hr = $240

Total Estimate: 48 hours // $2,290If the design phase drags on... alert them that they are going over your estimate, and your hourly rate is applying...
