I think he should be able to do what ever he wants to on his property.
On the other hand I was pissed when I learned an Oregon man bought some river front property with the only Frank Lloyd Wright house in the state on it. He was going to tear it down and build a McMansion but someone finally talked him into donating it and moved it to another location.
