Here's the upside to the downturn right now – lots of larger companies and organizations have made staffing cuts to reduce overhead, but have made few cuts in the scope of work or project goals. This means that there are lots of contracting/consulting/freelanci... opportunities in the market. There is work out there, it's just dependent on finding it. If you're out on your own, work what network of people you've got and take every opportunity you can to make new contacts.
