    ^ Well, because some "lawyers" said so, I suppose "yes". Also, reportedly, these tactics yielded significant results, during a time of WAR. I repeat, WAR (do you remember 9/11?).

    Anyhow, I hope my vague answer doesn't displease you, as I am a simple and straight forward thinker.
