  A bit of a wild guess but "detailed design schematics and business rules" maybe referring to "systems analysis" (software engineering) - when you adapt a given set of business procedures (e.g. the work-flow of one given organisation) to an administrative model (input, output, features, etc). In other words, what results in a database and the GUI.
