Hey dude you have received some poor guidance.
If it is a widescreen telly and not HD, YOU MUST!!! design it 1024 x 576 then export a movie which is 720X576 for the final file, There can be no argument about this it's correct.
1024x768 is 4:3 and it is a computers monitor ratio not a PAL TV ratio again no discussion is needed it's fact, so they may be playing it on a computer and not a widescreen telly. You have to phone these people again as you could be in a sorry state if you proceed as they have asked you to.
