They're support, you're production, it seems absurd to prioritize them over you.
Unless it is a state agency. They don't care about the money, it's nobody's. The IT guy got there because he's somebody brother in law.
Then no matter how far-fetched this sounds, the person sealing the purchase gets a nice cut from the PC supplier anyway :)You're screwed either way.
