  Actually, even taxing everyone at a flat rate isn't that fair either.
  Everyone pays taxes for the legal system, the police, the army, the roads, national parks and whatnot. Is someone wealthier using more of the road or the army? Are they using public health, pension, education or welfare systems? Not at all. Yet they pay way more with tax progression and would still pay more even with a flat tax.
