    It's better if you've sat with a lawyer initially to make a contract you can adapt to each of your web projects, and have included this bit of information in there. But at this stage you can try putting something in the sign-off sheet that simply has the client state they've approved the design stage, and that this means the development stage has begun. And state that if any major design changes (up to your discretion) are made at this point then it calls for extra billable hours or added costs however you want to work them in - flat quote for ex.
