i'm not sure exactly what show you are referring to, but i would imagine that from your description it showcases a lot of shady, slum-like areas, which baltimore has in spades.
it's a schizophrenic city to be sure. it's relatively small as far as major cities go so the contrast between the wealthy areas and poorer areas is quite glaring especially when the transition occurs in the span of a block or 2. some areas we're built up quite a lot while others were ignored or repressed completely.
nairn had posted a google street view of a part of glasgow (i believe) and i commented that it did look an awful lot like baltimore
